SFAF - Information Technology Director

REPORTS TO: Deputy Executive Director of Finance and Administration 
STATUS: Regular Full-Time
SALARY: Commensurate with Experience  

GENERAL SUMMARY

The Information Technology (IT) Director is responsible for management of enterprise computer and telecommunications systems, user training, technical support, business analysis, database architecture, application development, and data security for the San Francisco AIDS Foundation, the Foundation’s affiliates (including the HIV Services Partnership, PANGAEA), and related operations. Responsibilities include oversight of all planning, implementation, maintenance, procurement, training, and security for all agency technological activities. A successful candidate will have demonstrated experience managing complex technological projects as well as experience managing systems that encourage and facilitate a work environment that is proactive and responsive to staff and volunteer needs. The position is responsible for supervision and development of the IT staff and volunteers.

ESSENTIAL JOB FUNCTIONS
1. Assumes overall responsibility for the local and wide area enterprise networks and phone and voicemail systems at Foundation location(s).
2. Assures that the enterprise hardware and software, computer networks, telephone systems, voicemail, electronic mail, user training, technical support, applications and database systems are all managed to anticipate and respond to user needs.
3. Oversees the management and development of the Client Information System (CIS) by supervising the work of the Database Administrators; participates in various work groups associated with the smooth functioning of CIS, which is a multi-site client database developed in Microsoft SQL Server and Java with approximately 60-80 users.
4. Responsible for project management regarding improvements to technology-related systems, including but not limited to strategic planning, meeting facilitation, training, task and timeline development, resource allocation, budgeting, and evaluation.
5. Assumes overall responsibility for the development and maintenance of effective and reliable systems for data security and the protection of confidential client, personnel and other data; participates in investigations related to breaches of confidentiality.
6. Manages and supervises the IT staff responsible for the operation of computer, phone, and voicemail systems, user training, technical support and database architecture and application development.
7. Assures the development and distribution of training and orientation materials for staff and volunteers related to agency technologies and information systems.
8. Provides standards, guidance and monitoring of the use of technology within the agency to ensure that technology is appropriately used in the support of agency-shared goals and values with particular sensitivity to cultural diversity and government privacy laws.
9. Develops and maintains a written technology plan in conjunction with annual workplan that is consistent with agency and user needs and which is cost-effective. Monitors all agency technology activities for compliance with these plans.
10. Provides technical support to agency staff in preparing for new hires, staff or volunteer relocations and agency-wide space planning.
11. Develops and maintains systems that are cost-effective and highly responsive to user needs for troubleshooting and maintenance using internal staff, volunteers and vendors.
12. In cooperation with Volunteer Based Programs, develops and maintains systems for recruitment, utilization, management, and appreciation of volunteer supported services, for example the California AIDS Hotline, whenever possible to complement staff responsibilities.
13. Hires, trains, supervise, and evaluates IT staff to maintain an efficient, collegial workplace environment. Establishes and maintains systems for cross-training throughout the IT function. Maintains weekly supervision schedule with IT staff.
14. Maintains electronically-based user-responsive system for tracking, receiving, acknowledging, and fulfilling all IT-related work requests, including follow up on requested services.
15. Oversees the development, publishing and maintenance of written and electronic documentation of IT systems and procedures.
16. Coordinates the development and maintenance of a disaster recovery plan for all enterprise technology (network, servers and associated services, desktop computers and phone/voicemail systems.
17. Assures that IT staff is available via pager, text messaging or cellular phone during all operating hours of the Foundation and available to respond to staff within ten minutes of being contacted.
18. Manages procurement, maintenance and/or vendor contracts for all enterprise and phone/voicemail systems. Reevaluates agency needs with all departments regularly to assure efficient productivity. Maintains accurate inventory of all enterprise and phone/voicemail equipment.
19. Develops and maintains systems for information system procurement that are consistent with agency and relevant government purchasing policies and procedures.
20. Manages and monitors the IT budget, including timely processing of all invoices. Monitors IT shared cost items.
21. Participates in all staff meetings and manager meetings to represent areas of responsibility to agency personnel.
22. Performs other related duties as assigned by management.

KNOWLEDGE, SKILLS, AND ABILITIES

1. Superb management skills with demonstrated ability to manage multiple tasks, resources and projects simultaneously.
2. Project management and leadership skills including working with teams to set goals, allocating staff and resources, manage task completion and timelines, and project evaluation.
3. Sensitivity to timeliness and responsiveness in a service-focused environment.
4. Solid negotiating and advocacy skills in the management of vendors and consultants.
5. Knowledge of equipment vendor purchase and service contract protocols.
6. Detailed knowledge of Microsoft Office programs, including Word, Excel, Access, PowerPoint and Outlook.
7. Familiarity with Microsoft enterprise products (Windows Server NT, 2000 and 2003, Active Directory, Exchange Server, SQL Server, Internet Information Server).
8. Familiarity with Wide Area Network technologies (Cisco routers, firewalls, switches, etc) and intrusion protection technologies.
9. Familiarity with Enterprise and Client-based AntiVirus, Anti-SPAM and Anti-Malware filters and remediation systems.
10. Ability to independently learn and master new technologies.
11. Ability to design and teach effective in-house software training classes.
12. Ability to maintain an accurate electronic inventory of equipment and create regular reports.
13. Ability to maintain an electronic documentation of IT tasks and schedules.
14. Ability to maintain confidentiality.
15. Ability to prioritize multiple tasks.
16. Ability to lift up to fifty (50) pounds multiple times throughout a workday.
17. Knowledge of general office practices and procedures.
18. Knowledge of written communication formats, business English, and composition.
19. Skill in operating various office equipment, such as personal computer, calculator, copy machine, facsimile machine, typewriter, and telephone system.
20. Ability to communicate with employees and other agency contacts in a courteous and professional manner.
21. Ability to present oral and written reports.
22. Ability to use considerable judgment and initiative in course of executing responsibilities.
23. Ability to make decisions in accordance with established policies and procedures.
24. Ability to work comfortably with diverse populations, with sensitivity to issues concerning HIV and all disabilities.
25. Ability to perform routine bending/stooping while filing.
26. Ability to perform routine twisting/reaching while working at computer/desk.
27. Ability to perform routine walking/standing during course of day.
28. Ability to hear and speak well enough to converse over telephone 100% of the time.
29. Ability to see well enough to use computer efficiently and read computer reports and correspondence 100% of the time.

EDUCATION AND EXPERIENCE

Bachelor’s Degree required with three years experience and expert knowledge in user training and support and/or systems administration. Technology knowledge: Microsoft enterprise products (Windows Server NT, 2000 and 2003, Active Directory, Exchange Server, SQL Server, Internet Information Server), Microsoft Windows XP Professional, Microsoft Office 97-2003 products (Word, Excel, Access, PowerPoint and Access) and Wide Area Network technologies (Cisco routers, firewalls, switches, etc). Without a BA/BS degree, you must have (6) six years experience in the criteria stated above. Must have proven experience in hardware and software troubleshooting and be able to work independently with weekly supervision. Position demands strong management and communication skills with demonstrated ability to plan and manage implementation of complex technical systems. The position also requires the ability to work with frequent interruptions and the ability to motivate and supervise volunteers. Position demands sensitivity to cultural differences and HIV/AIDS issues.
